Inroads V8i SS2 - Template vs End Condition Exception

When working in the Create Template functions in SS2, I am using pieces/components of other existing templates to make a special shoulder that is intended to be used as an End Condtion exception. I now realize it must actually "be" and end condition to be visible in the list to add it as an exception.  

What steps, in step by step newbie at the helm fashion, need to be taken to ensure my special shoulder template is defined as and can be used as an end condition exception?
