Overlapping area create an exterior feature of 2 surfaces and choosing the highest elevation of 2 surfaces

Question

1.I would like to know about creating a polyline (exterior feature) for an overlapping area of 2 surfaces. 
 2.After, to create the 3th surface into overlapping area and choosing the highest elevation of 1st or 2nd surfaces

If you are using InRoads SS2, you could create an exterior boundary by using Surface > Edit Surface > Merge Surfaces. This would give you a perimeter that you could use for your exterior boundary. I'm still looking into your second question.
