Is there a way to re-order your design/drawing/sheet models?
I'm trying to specify which model to use when creating cross section sheets but it seems like the software just takes the top/first drawing model listed in the file and I don't see any way to change that.

You cannot specify a model to create XS sheets. It will only sheet them from the first XS model cut. Or more accurately the oldest model cut, assuming you deleted the first model cut.
Therefore, I suggest you treat that first model that gets cut like GOLD. be very careful with it and be sure to NOT save settings in any of the XS cut models as that can corrupt your XS file.
So...how does that work when changes to the roadway model have been made, and cross sections need to be updated? I know that earlier versions of the software did not allow for updating - a new set of sections would be cut every time. Has that improved?

You will need to delete your proposed linework and then merge your updated linework into the file. It is a major pain. On large projects we easily take a week to get our XSs updated for each phase submittal.
No improvement that I'm aware of... Gotta love MicroStation
