How to delete "leftover" civil message center errors

My dgn file has a handful of warnings showing up in the civil message center that I can't seem to delete. In fact, I deleted everything from my dgn file and yet these warnings continue to show. Is there any way to delete these?

The only way I've found to delete them is to create a dummy level and put the warning elements into the level by amending their properties. 
 
Once they're in the single level, use the key in "LEVEL ELEMENT DELETE (levelname)" where (levelname) is the new level name. 
 
This should get rid of the warning. One interesting thing is that deleting the warning elements initiates a process (doesn't seem to change anything though).
