Convert mesh to surface

Question

I am trying to convert a mesh into surface with power inroads and I am getting this error " element not valid for tool" and I don't know why since my element is a mesh.... 
 On the convert mesh to surface tool...what is the meaning of: U sample points, V sample points? What is the usual value to type in here?

I would suggest you use the Civil Terrain Model tool, Create Terrain From Elements, this will give you a Civil Terrain that you can use with OpenRoads tools.

The tool you refer to above is a MicroStation Platform tool. You can post an alternate post of the MicroStation forum to see what others use those values for. I am not familiar with that tool or it's settings.
