OPENQV_WHITE_BACKGROUND : Windows setting to set the Template Library dialog to a white background instead of black. Set to 1 for white. I am not sure if this works at the MicroStation Level or is needed at the Windows Level. Looks like its a Windows Variable.

Hi, were you able to resolve this issue ? I have a similar problem.
The Windows variable (as Chuck mentioned above) works with 10.10 version. Crazy, why Windows, who knows. As I remember we could set it in Powercivil as MicroStation variable.
