We were pasting the new civil cell dgnlib to a file to a location that wasn't the default location and wasn't configured correctly.
Works fine when pasted to the default training path for civil cells.

RE: Using a Civil Cell created in PowerCivil SS4 in OpenRoads Designer

If you are using one of the delivered "Imperial Standards" or "Metric Standards" workspaces, you can place the DGNLIB in the "...\Standards\Dgnlib\Civil Cells" folder.
