Using a Civil Cell created in PowerCivil SS4 in OpenRoads Designer

Question

Has anyone succeeded in using a Civil Cell in Openroads Designer, which was created in PowerCivil ss4? 
 I have not. Cannot even resave the dgn which the Civil Cell was created from. Get message of unsupported Civil Data and I can only open it in read only mode.

Upgrade of SS3/SS4 Civil Cells currently is not supported in OpenRoads Designer CONNECT Edition 10.00.00.120. Attempting to open these files will result in a warning that the file contains unsupported civil data, and the file will be opened Read-Only.

If you are using one of the delivered "Imperial Standards" or "Metric Standards" workspaces, you can place the DGNLIB in the "...\Standards\Dgnlib\Civil Cells" folder. They can also be placed in the "...\Standards\Dgnlib\Civil Cells" folder in the workset being used. Basically any folder called out in the CIVIL_CIVILCELLDGNLIBLIST configuration variable.

upgrade dgnlib from SS3 to SS4 (open it in SS4), add variable to your ORD configuration _CIF_ALLOW_EXTENDED_UPGRADES =1, open dgnlib with ORD, click yest when prompted to upgrade. Close dgnlib, open dgnlib.
