I’m a long time C3D user and have limited experience using PowerGeopak SS4 for design but need to setup an existing right-of-way and parcels. These will be used for takings later as the design proceeds. What I have currently figured out in PowerGeopak is to use the Parcel Editor tool to input the deeds. I was hoping to have the Parcel drawn with portions of the parcel on the property line level and the part that is right-of-way on the right-of-way level. Is this possible, is so how, if not what method is typically used?

Yes that is what I was referring to. Since I'm new to PowerGeopak I'm attempting to find the best way to perform the task of creating ROW's and parcels. Going through some of our DOT training material now, hopefully that will help.
Are you talking about once the parcel is stored in cogo, you want to plot it using a symbology for one side and different symbology on another side of the same parcel?
That is not possible. You would need to change the level using microstation after plotting the parcel.
