I have PDF with the outline of a cut and some points with elevations. I need to create a terrain model only from this information. Any suggestions?

You can do it but it would be a lot of work.
You can import it do the dgn as an image, then place it in the correct xy location.
You could draw lines or active points on top of the image at the correct elevation.
Then, use the create terrain by graphical filter to create the terrain from the graphics.
It would be a lot easier if you could get an xyz file.
