I am trying to create a proposed cross section for a ramp and frontage road and have been using a GEOPAK manual to help me through it (I am very new to this). When I insert the information into "shape clusters" and click "Typical" I receive an error stating this: "Unable to locate Cell Library: C:\Program Files (x86)\Bentley\PowerGEOPAK V8i (SELECTSeries 4)\PowerGEOPAK\Civil\samples\road\typicalSections\projects\basics\typicals.cel". I was directed by a coworker to try to change the cell library to the one that I want to use but this did not resolve the problem. Does anyone have any suggestions?

Do you know where the criteria files and .ctl (control file) are located? if you do, you need to set up this configuration variable in microstation GPK_TYPICAL = (path to the directory where the criteria and ctl file reside).
To do this, go to workspace > configuration and define the variable
