I've updated user with newest version of InRoads GDOT extension, but continue to get the error in the image below when running InRoads from within Microstation SS2. User cannot use SS4. Any help would be appreciated!

I'm not familiar with the specifics of InRoads but can suggest that you look at the value of MS_MDL. Is the path shown included by that variable?
You can quickly see the current value of MS_MDL in the Configuration dialog
or
by keying in: expand echo $(MS_MDL)
The paths will be listed in the message center dialo.

If I read your situation correctly it appears you are attempting to run InRoads V8i SS4 in MicroStation V8i SS2.
Look at the prerequisites for your version if InRoads V8i SS4. It requires a compatible version MicroStation V8i SS4.
Another change is that with InRoads SS2 you could launch MicroStation, then use an MDL LOAD command afterwards to load InRoads. This is no longer permitted in SS4.
