How to create a terrain by OpenRoads Designer using GIS contours? Then, how to add survey points to the terrain?
Any response is really appreciated.

I wouldn't use GIS contours as they are simply interpolated lines so you going to build in inaccuracy.
You should go back to the raw survey points and use the terrain modelling tools to create a terrain

The way I have shown is using the terrain modelling tools within MXRoad V8i SS4.
The procedures in Openroads Designer are exactly the same
