I try to make a thematic map using PowerCivil 08.11.09.845. Contour labels are half on terrain when display style of triangulation is set to thematic:height or smooth. I tried the DTM on 2D and 3D models, also I printed it to PDF but labels were still half. I tried to fix it with priority setting, it didn't work because all labels are depend on the terrain. Is there any way to fix this?

You might try upgrading to PowerCivil 08.11.09.878 and see if this version resolves the problem.

I tried it on MX Road 08.11.09.879 and the result is the same.
I suspect this is because the text is planar, with the origin on the contour line. Since it's a planar element attached to sloped surface part of the element must be "underground". This would explain why the text is missing along an irregular line.
I doubt it's something that can be fixed without moving the text. The direction and distance of the change would have to vary based on the local terrain.

As you mentioned, it can be because of conflict between 3D terrain and planer text. But it is also happening in 2D model. I think if there was a priority option for labels and contours it wouldn't be a problem. But it is impossibe to set priority of contour elements on the terrain. There are threats like this in Bentley civil forum 3-5 years ago, it reported as a defect a few times. I thought this defect had been fixed in 2016 versions of Power Civil or MX Road.
I wanted to use thematic display style because it looks interactive and realistic. It seems it is not possible to place contour labels using thematic display. So I will try native commands.
