Is there a workflow to create cross sections that are static in a dgn so that I can send to someone still using SS2? I don't think merge to master will work.

Could elaborate a little bit more about what you're wanting the SS2 user to do with the data? Would they simply need a graphic display of the cross sections?

Yes, simply a graphic display of the cross sections.
I was able to create cross sections in ORD using the workflow below:

I, then, saved the dgn, opened it in SS2 and viewed the cross section sheets with no problems.

For this, is there a way to have the cross sections be in a single model that someone using SS2 could open read-write? Also, same issue for users of SS4 - the Connect objects force it to be opened read-only.
