How do I get a .tin file import created from a GeoPak SS4 terrain model
to not look like this in ConceptStation?
I use the Import feature to import a .tin and a .tiff into CS. It creates a .3sm mesh wherein the road network looks like a bunch of wet noodles over meatballs. What trick am I missing to make the roads look like they are on fills and in cuts?

Geoffrey, because a TIN does not have a header with a geographical coordinate system, you need to know the very specifics of the TIN. I just imported this TIN and attached the raster (both in OpenRoads Designer) and they are not lining up correctly (image below), but I am also not working directly from MODOT seed file, etc (I suspect a foot vs survey foot issue to be the cause here). Can you please also post the DGN that contains the terrain model. Thanks.

I tried your dataset with MO83-CF in ConceptStation and it seems that the problem is with the terrain data and not the raster data. As Jason said, looks like a feet vs US survey feet problem (I am suspecting that the .tin is in feet instead of US survey feet).
Could you try converting the .tin data to US survey feet and trying again?
