the DTM export is for the formats shown in your second capture. To get an InRoads DTM you can export to landxml and your client can import the landxml in InRoads.

Or since you are using SS4, you can create a terrain from the Tin file and then export to an InRoads DTM

You will export your TIN to a LandXML file. That XML file can then be used by other software packages to create a DTM.

Unless i am misunderstanding your verbage, we arent trying to make a landxml. the following pictures are what i have for options when exporting

i see no options for exporting Triangle TIN to DTM

They are different formats. You can export a landxml from the tin file and viceversa.
