Hi all. I am working in Power Rail Track SS4, where I design drainage systems. Things are running fine (as fine as SUE can run), but when I try to either open a .cel file, or a drawing .dgn file with my Microsstation SS3 I get the following error in a black box:
"OS could not load C:\PROGRA~2\Bentley\PROJEC~1\bin\v811\mcm.dll, error 127.MDL Loader: Unable to load library (DLL or MDL shared library) mcm"
And a Microsoft .NET Framework with the following:
************** Exception Text **************System.Runtime.InteropServices.SEHException: External component has thrown an exception. at ProtectAppPermissions.{ctor}(ProtectAppPermissions* , Boolean ) at oldMdlMain(Int32 argc, SByte** argv) at Bentley.MicroStation.PublishDgn.PublishDgnAddIn.Run(String[] commandLine) at Bentley.MicroStation.AddIn.Load(String[] commandTail, IntPtr mdlDesc)
We are working from Project Wise, and I don't know if that might be the problem, or if there is something wrong in the user settings somewhere.

Have you tried this process outside of ProjectWise to see if you get any different results? I don't think anything like this would be a result of working in PW especially when trying to open a .cel file, but I am curious if you narrowed it down while testing anything?
Also, you mentioned you are using Power Rail Track SS4, but then referenced MicroStation SS3. Are you working on the Power product and talking about the platform commands or are you having this issue when running layered InRoads on top of MicroStation?
Is this occurring with multiple machines or just a single user or single computer? I may suggest uninstalling/reinstalling the Power product as it could have a missing or corrupt dll on the machine. I don't know why that mcm.dll error is thrown but here is a few articles which mention the Error 127 message. One of them mentions to uninstall and reinstall without the unnecessary applications if your company doesn't user them (i.e. Descartes, Map, etc.):

Bringing an update to my issue. My company works for different clients, and sometimes these clients demand that we work on their ProjectWise server.When I right click a document and select "open with" and choose Microstation SS3, I can open documents from the clients server. But when I try and do the same on one of our own servers I get the error.Today I tryed letting a colleague login on my PC (using his windowslogin), and he has no problems opening files with microstation from the exact same server I can't open them from.
This leeds me to believe I have a problem in my user configuration settings somewhere. I'm just not bright enough to figure out how I could go about checking/changing these settings.
