Is there anyway to model this 1 lane ramp without it continuing on North? I am using the 1 lane ramp template intially and then using the Ramp Designer tool but it keeps adding a second lane.

The tool only creates ramps on both roads. you would need to draw the ramp road manually and add the terminal ramp using the Ramp Connection tool.
