MicroStation Connect - Place Label

Question

How do you place a label oriented to your current view? I've tried a few different methods. Toggling ACS lock off works for placing notes at different views but not for place label.

 We need more information to render an answer. We need the software and version of that software. We also want to know what you are trying to get as an outcome. If you place text "View Independent" it will always be perpendicular to your view, and anchored by the justification (insertion) point. Point type cells are also View Independent. But don't know if this would help you.
