Some places in the world (not so much in North America) will not use linking codes but will instead connect a line between any points with the same code on consecutive points. If using this linking method then there are some codes you may wish never to be linked into a line, such as poles. You add any codes which should never be linked in the exclusion list. Since you are using linking codes then these settings are not relevant for you.
