I can give you a hint - it's about your workspace configuration. You will need to get that set up (Site, Standards, Project, Etc.) so that Microstation knows where to look for your files. You may be creating files, but they are not being created in the correct location for Microstation to find and use them. We use a "redirect" configuration file to point Microstation to our network, where we store all of our user files and CAD standards.

This is a big topic, and there's a lot to it, if you don't know how to set up a configuration. The MicroStation board is a good place to start, but the Product Administration board may be even more help.
