We are in the process of migrating our users and projects to OpenRoads Designer CONNECT Edition.
We are currently using the following products:
Microstation V8i - SELECTseries 3
GEOPAK Civil Engineering Suite
There is a known issue when attempting to load an existing SS3 design file into OpenRoads CONNECT.
One is presented with the following dialog:
I went ahead and created a blank design file using our default seed file.
When I load this file into ORD I still get the same warning message.
What exactly is this obsolete civil data? Where is it located?
Is there a way to safely remove this data by means of a macro or application?
If it cannot be removed then I see no way at the moment to migrate an existing project to ORD.
Any suggestions would be greatly appreciated.

There may be something in the seed file you are using to create the new DGN which has some civil model data. There is a workflow for deleting all civil model data from a DGN, but this may be specific to SS4. You can try it in SS3, but I don't know if these key-ins and mdl operations will work.
To Remove Civil attributes/schema from file:
Mdl load Bentley.Civil.Model.Tools.3.1.dll
CIVIL CLEAN

I followed your suggestion and installed Geopak SELECTseries 4.
Then I ran the following from the keyin browser:
mdl load Bentley.Civil.Model.Tools.3.1.dll civil clean
All the civil data was removed and the file loads successfully in OpenRoads CONNECT.
This procedure is not available in Geopak SELECTseries 3.
Several of my colleagues are concerned that erasing this civil data will have a negative impact
on their workflow and may render the design file unusable in the future.
Are you aware of any possible ramifications of this CIVIL CLEAN procedure?
I think I skipped over the first part of your problem. DGN files are not forward and backward compatible between SS3/SS4 and ORD CONNECT. I think the ultimate answer is you cannot open an SS3 or SS4 dgn file which contains any civil data in OpenRoads Designer.
What I assumed was you were more focused with the seed file or other files in general from older products to open in ORD. So I provided an option to get the seed file or older files available to be opened in ORD by clearing the civil model. You do not want to do this to files which would contain design information in SS4 as it will clear all the civil model.
