I am building up drawing library seeds for Named Boundary inside "Plan Sheet definition.dgnlib.
I create the Boundary Civil Plan and move to "Create Drawing"....
Inside "Create Drawing" box i cant choose "View Type, Discipline, Purpose and Seed Model to finish my drawing seed
I am using ORD update 2

Found it. Chances made to the dgnlib has to be made through active workset.
