I am receiving this error when using City of San Diego Seed file (non metric) found here: https://www.sandiego.gov/publicworks/edocref/drawings
My working units are set to US Survey Feet and my units definition is defined and operating properly. The error pops up whenever I activate geopak. I see this has been discussed before but the previous discussions do not have information that has solved my problem.

Without being able to get a look at your seed file (security and all that) I have seen unit synchronization issues when working units ("Linear Units") are set one way but positional units ("Advanced Settings") are set to anything else. And I see this most often (unfortunately) in DOT/DPW seed files.
Could you take a screen shot of the error dialog so that we can be more specific about what the issue might be?
