I get a "convert failed" when trying to import this file. Any thoughts as to why? Other similar data comes in fine.

The first error I got had something to do with Lat/Long, so I tried the re-project option to see if it would help. That’s when I got the convert failed error. I have two files that came from the same NOAA page and they both error out. I’ve also uncompressed both files to .las and both still error out.
Is the file corrupted, by any chance? The 'Convert failed' message is not very helpful, but that is what I got too.
