Windows 7 Pro, 64 bit. Power GEOPAK 8.11.09.878
Apparently Microsoft sent out a security update on or about May 9th. Since installing it, I am unable to get anything but an error when using the element Information tool. It does not hard crash Microstation, but the tool doesn't work either.
I have reinstalled. I have run the .net repair tool. I have deleted the prefs folder. I have tried with the FDOT toolbar installed, and without.
The element information window is not docked. (although i tried it, because why not).
This error occurs in any file.

I attempted that before uninstalling and reinstalling. I will try it again.
when you reinstalled, or repaired, did you turn off windows UAC (user account controls in control panel)?
This setting is "off". I double checked to make sure an update hadn't changed it, but it remains in the "never notify" position.
ok. after a clean install, can you open any dgn with the default workspace? if not, what is the error?
When I previously reinstalled (the day of the original post), I opened several different DGN's with the "clean" install. All of them had the same .net issue when using the element information tool.
The only error I am seeing is when i attempt to pull element information, and it is the same error as originally posted. It isn't a hard crash, but I get nothing from element info. I wont post the entire thing again, but this:

This is definitely a head scratcher for me. I have never had an issue like this persist through reinstalling the software.

try and delete your preferences
Delete everything under the 8.11 folder
C:\Users\ yourusername \AppData\Local\Bentley\powergeopak\8.11
if that doesn't work, When you have time, download the latest powergeopak 08.11.09.904 and do a clean install on that version
Just wanted to update this thread. The problem was a single corrupted dll file.
Using the windows System File Checker, I was able to see that the file C:\Windows\Microsoft.NET\Framework\v2.0.50727\system.design.dll was corrupted. The SFC will normally replace such files when found with a backup from folder at %WinDir%\System32\dllcache....but the file was corrupted there as well.
So I logged in a different machine here at the office, "stole" the .dll in question, and replaced it following the manual procedures here:

and my element information tool now works again!
The reason this is such a pain to correct is that .Net 2.0 is part of windows 7, and I don't think any of the repair tools even look at it when they run. If they do, it is just a glance.
