I don't think you can adjust this. I looked into it years ago and never found a solution. If you are really set on the In-Line leader length you can create a new Microstation note and cut and paste the text. Sometimes this is a better solution because the drafters can move the text around more easily. Also the text masking is easier to setup and control.

Chris I am talking about number 2 but without the delimiter. If you look at the image I have shown the part of the leader that I want to be elongated towards the text. Right now it is a 3.5 length and I need it to be 7 length.

Do you have an illustration of what you are asking? When I go to place a Plan note, I can click on the 'Settings' on the right to see all the different options for symbologies and the leader type. The leader is rubber banded to my cursor before I place it. Are you talking about the leader (1) that goes from the point of placement to the note or the delimiter line (2) that is between different rows of text?
