The _USTN_PROJECTNAME variable is defaulting to "NO Project". We never had this problem until today and it only occurs on a few projects. After I open a DGN, the UCF updates to the correct _USTN_PROJECTNAME. When I close Power InRoads and restart, the File Open windowdisplays "NO Project" in the Project list. We use Power InRoads SS3 08.11.09.674.
Try Deleting the following folder first then try again.
C:\Users\your user name\AppData\Local\Bentley\PowerInRoads\8.11

So it just started today. Any idea on what changed? Did you do a windows update? Only certain projects? Can you compare pcf files or ucf files and see if there is a difference? I see that once your in the product you are seeing the correct project. Does that mean when you go to the workspace pulldown you see it pointing to the correct files? Send a video or pics if possible.
I reached out to the Microstation support group and they responded to me with the following:
When a user picks a project other than NO project the variable is then supposed to be written to the ucf file and also stored in the preference file as the last file, user and project are remembered . So either something in their configuration does not have write access or maybe the .upf file is bad and it is Not saving the previous information.
So maybe you need to delete the UPF file of the projects that are not working. This may explain why it was working one day and not the next.

I double checked the folder settings that stores all the ucf files. We have modify permission. How can the upf file be bad for 3 different users? Plus I already deleted the 8.11 folder which created a new upf when I opened InRoads.
I have attached an mage showing what happens. I had previously selected "01239-01 SR 0895 over Lehigh River" project. It is still listed in my ucf. Then I restarted InRoads and it displays No Project.
I also attached my ucf & upf files for your review. The "01239-01 Moseywood Rd over SR 0080.pcf" works as expected, the project name is remembered. The "01239-01 SR 0895 over Lehigh River.pcf" does not remembered the project. They are both the same.
