Thanks Chris Key for the information, but I cannot help but point out that this error is still reported to the user even 3 years now after your article. I know that you are only the messenger but maybe you could remind the PM and Dev teams that the following is not a helpful message and maybe they could make the message read: "Hey, close this file in the other application first" Or, since importing survey data is a read-only operation, just make it work whether the file is open or not.
