Is there any way to get annotation to show in front of civil geometry?
I've tried element priority, update sequence and bring to front with no success.

Are the files 3D?
If so, the annotation may need to be "higher" than the linework. You can select it all, click the move command, select your starting point, and use the keyin XY = #,#,100 (or whatever number will get you "above" your geometry).

I'm being asked to show the annotation in front now and I'm not sure what to do.
After some experimentation with a custom feature definition I have found that the default feature definition Road_EdgeOfPavement will always show on top of any other geometry. When I use my own feature definition annotation in the sheet model appears on top.
I don't know what it is about the default feature definition that does this but there is a difference between the default and custom definition.
