When editing a template I get the error that the feature definition is not in the file OR in the library. I look in the standards and the definitions ARE in the library files. What may be causing the template editor to be seeing only the features that have been brought into the file by a previous template run. My colleague can edit the .itl without this limitation.
Try opening the feature definitions dgnlib to upgrade it to an OpenRoads Designer dgnlib. Perhaps your coworker has an updated dgnlib file they are opening but you don't have this same file and upgrading the file will help it recognize the stored feature definitions.
