I went to File -> Project options -> Geometry.
At the bottom it says Default Access Modes --> Read-Write.
FYI I downloaded my alg from projectwise. (Save as --> saved to my local drive)

While the "Default" access mode may be Read-Write, it is still possible for files to be read-only. It may have had that bit set before you downloaded it. Even within an ALG files, certain parts of it can be write-locked. Our Surveyors "lock" their alignments all the time so that, even though we open the file with read-access, we cannot change their alignments without their cooperation.
It's also possible that the ProjectWise permissions, or download process itself, has turned that file read-only for you. If that's the case, you may need to speak with your ProjectWise administrator about getting write-access to that file.

SS4 is delivered with a Help file, but that's about all the "manual" I know of. I do know that the Wiki here, as well as the Bentley Learn site have a number of videos and articles that explain and illustrate the basics of the design process. You can even find a lot of good information out on YouTube.
In SS4, you do not need the ALG to create a horizontal or vertical alignment, but you will need that alignment saved to the ALG for other processing.
