Hi
I it possible to create labels for Nodes (Name, Dimension, Top elevation, Bottom Elevation etc) and Pipes ( Length, Dimension, Type, Slope, etc) in plan view in OpenRoads Designer?
I need to have it like this

Yes, it is possible. You could create a Text Favorite that includes the all of the Element Properties you wish to label. You could either add this to an Annotation Group to annotate according to Feature Definition, or you could use the command Place Note to label the node/pipe.
For example on using the Place Note tool in the Bentley Delivered workspace.
Here's a video series that will help you understand how to set up annotations: https://communities.bentley.com/products/road___site_design/w/road_and_site_design__wiki/37440/video-annotation-setup.

Here is another link to some more videos.
These and what Holly sent should be enough to get you started.
