I'm currently using Openroad Designer Connect Edition version 10.03.00.43. May I know is it possible for us to do the design work on the same ORD model but on different PC?If yes, can anyone kindly teach me how to do so?

Do you mean having 2 users access the same file at the same time, with the ability to edit the same file? That is not possible.
One user can reference the the user's file, but cannot change it. That is normal behavior.
Yeap. 2 users from different pc but not at the same time.I know for civil 3D,we can just copy the dwg file and work in any other pc which have civil 3D software.Can I do the same for ORD?
You can copy and rename DGN file on the same PC. Make changes to the renamed DGN file independent of the original DGN file. Needless to say another PC
What is your intention to copy it to another PC? Is it to make a backup of this file?
You may wish to consider the following:-
1. Select Edit > Set Mark to mark this location in the file so the following steps can easily be undone back to this point
2. Experiment
3. Select Edit > Undo Other > To Mark to undo the previous steps back to the mark set
