Within power inroads v8i ss4, after I have selected the correct "Preference File" and I can see the correct .xin file, when I select "Named Symbology Manager" why cant I see any data within the .xin file? I just see blank space, and I cant edit the file. There was no .LCK on the xin before I opened the file. This is something which just started happening within the last few weeks. I have spent a lot of time and effort creating this file so that field survey data can be correctly imported and all features are put to the correct cad standards for our company. Now I can no longer manage this file. As far as I can tell none of our .cfg files have been altered, and I have checked that they are all pointing to the correct places. I am reading all of my specs through .dgnlib files, and I have verified that all of the .dgnlib files are in still in the correct location on the network.

Thank you for that info. Unfortunately our network administrators have determined that the file MSXML4 is an at risk file and have removed all instances from network computers. It sounds like there might be a version 6 (MSXML6) which may be available that I can use. I still need to research this myself.
By the way I work on an military installation which has vary tight computer restrictions.

We had the same issue with MSXML4 - a difference of opinion between network administrators and software authors over the security of the file. Microsoft quit distributing it partly for this very reason. We're only a state DOT so we were able to convince our network admins that the risk is acceptable. Unfortunately, I don't think MSXML6 will do the trick.
