Create a dynamic cell.

HI Everyone,

Could anyone help me to create a dynamic cell as be picture below. Which could be automatically updated the elevation as that position, 

When we put it to anywhere (as the picture below in 3D environment).

I use Microstation version 

Please give me the way to create for 2D as well (X,Y coordination)
