I continue to get a 404 error when hitting help in ORD. The online help option is not enabled, but yet the application continues to navigate to the web and ends on a 404 error page. This is occurring with the standard install and not any custom workspace.
I think they enabled online help but haven't got it up and running yet.
Try adding this variable to your workspace get to force it to use the local help (the preference option doesn't work):
MS_HELPLOAD_USEBROWSER = 0
OpenRoads Designer 2023 | Microstation 2023.2 | ProjectWise 2023

The local Help file is stored in 'C:\Program Files\Bentley\OpenRoads Designer CONNECT Edition\OpenRoadsDesigner\Docs\OpenRoadsDesigner.chm' - this does not solve the problem, but hope it is useful.
