Is there a feature in OpenRoads Designer that will output the match lines when creating plan drawings and sheets? Otherwise, do they need to be manually added to every single sheet?
This functionality to add match lines should be introduced in OpenRoads Designer soon. I am not sure of a release but it is in the list/bucket of enhancements development is working on for Plan Sheets.

Just as a follow-up to your question, Match Lines were introduced- I believe- in 2020 R1.

The location of this plan annotation group is at Annotation Groups> Plan>Drawing> Plan Annotation within the Bentley Default Features Annotations Elem Temp.dgnlib. There is a video on the Bentley server on how to integrate this annotation group within your drawing model(s), although its location escapes me now.
I have a post already started related to this - [ORD] Match Line Annotation to Call Out Adjacent Sheets
While I sort of got the tool to work - it does not seem to be able to call out the information for the adjacent sheets. Or, if it does, we need someone to explain how to accomplish this. Currently, there are two of us asking this question.
