Am I not correct in thinking that each of the DOTs would have their own standards - other than the AASHTO standards? I am not based in the US, but that was my impression.
As far as I know, very few if any states have adopted ORD CE. Is there a tutorial dataset with preferences, features, seeds, dgnlibs, etc. for the US? In particular, an imperial US survey foot version.
When ORD is installed, it comes with Imperial and Metric WorkSpaces as standard. The Imperial design seed file has its working units set to 'Survey Feet'.

It is not JUST the units which are important here, it is also the working units. Here in Oklahoma, our seed files are in SF and "Custom" which are base 1200 rather than Bentley's base 10000 (and these seed files are required units through the Oklahoma DOT). The first thing which I did with ORD was to change all of the libraries and associated dgn's to the standard working units and take it from there. I am sure than many of us are in the same boat, as it were. These data sets are a good first start and allow one to see how the files interact with each other and what files control what information.
