I started looking into the civil survey variables and I believe this variable is only specific for the SS4 products and didn't carry up to OpenRoads Designer. There was another variable that was used as well called CIVIL_SURVEY_APPEND_NOTES_TO_DESCRIPTION, but I think this has moved to the General Settings in survey settings.
You may try setting the Append Notes to description to True. It may carry the attributes into the description.

Thank you Chris for the good information. I tried the Note to Description method and it worked well for Notes but It did not work for Attributes. If you happen to think of another idea that would allow us to append attributes to the description that would be great otherwise I'll not worry about it. It's not a show stopper for us. I was just thinking it would be nice so that we could use the Descriptions Decoration to quickly turn on/off the display of them. We still have the annotation that works for us. Thanks again.
I am using ORD 10, R4, and the item "Append Notes to Description" does not show up (in fact, there is no "General Settings" dialog at all). I made a work around by creating a text favorite which used another column in the Text Import Wizard ("Description") to append the Note. So, my Txt import file reads "Point Name, N, E, Elev, Description". Proper Annotation Groups/ Text Favorites in ORD are the key to ORD!
