Can someone guide me on how to use/edit the models/dgn's which are created using OpenRoad Technology(SS4) to OpenRoad Designer concept station???
If this can be done, can you share the workflow and things to be consider during transition stage?

Do you mean OpenRoads ConceptStation, or do you mean OpenRoads Designer?

Openroad Designer.
The files should work in ORD. There may be some schema changes that could require updating the file, so make a backup copy of your data and try.

When i trying to open SS4 dgn into ORD its giving a error stating "Obsolete Civil Data Found". Can you please guide on this if any settings to be done in prior to open SS4 dgn/model into ORD?.

This same process can be used to upgrade SS4 files. Note the '-u' for upgrade flag.
