I have watched the video below which goes over how to create a cross section sheet seed.

Can someone further explain what the Top and Bottom clearance works?
The video mentions it is for annotation but how do you know what quantity to pick for each project?
Are the numbers feet ( Imperial)? Is it some sort of scale?

The Top and Bottom clearance are to add extra 'space' to the cross section - by default, the 'window' around the section would be the minimum necessary to show the section. Giving clearance values moves the top of the 'wimdow' up (and the bottom down) so that you have a bigger view. The amount (meters in Metic dgn) is entirely up to you (and the size of the sheet).
