When i use India Standards Workspace, i do not find any feature definitions for the designs. Can someone tell how to import/edit/modify feature definitions (totally) after creating any project in any workspace?
When you create a WorkSet with the 'Indian Standards' WorkSpace, the dgnlibs from the WorkSpace should be loaded. What do the configuration variables CIVIL_ORGANIZATION_ROOT and _USTN_WORKSPACESROOT point to? Use File > Settings > Configuration to check.

Is there any role of version? I am using 10.03.00.43 version right now.
Is there an 'Indian Standards' folder under the Organisation-civil folder? The version should not be an issue. You need to check that your configuration is correct.
there is an India Standards folder under Organization-Civil as shown in screen shot below.
when i opened dgnlib directly (Indian Roads Congress (IRC).DGNlib), it showed follwing message stating that it is from newer version of Civil product and can view ReadOnly.
