I have an OpenRoads Designer dgn Version 4 with several terrain models. I am editing the terrain models and adding new ones frequently. When attempting to delete the terrain models, or when using Drop Element, ORD freezes up and I have to kill it via task manager.
I have tried detaching source files, removing rules, and removing templates or feature definitions.
I am running Windows 10.
Anybody know of a solution or cause?

Have you tried cleaning your ord prefs?
try and delete or rename your ord preferences delete or rename the folders under C:\Users\your username\AppData\Local\Bentley\OpenRoadsDesigner\C:\Users\your username\AppData\Local\Temp\Bentley\OpenRoadsDesigner\

Renaming or deleting those files does not solve the issue. Additionally, In Micrsotation, when you drop a terrain element, whatever display you have current is converted to elements, whereas in OpenRoads, it is just deleted, and sitll causes a freeze.
If you can provide your file and detailed steps (video), I can try it here and file a defect.

Did you solve your problem? I have a similar problem like yours. I used drop element on conduit and nodes which made deleted on 2D view but still visible on 3D view. I tried to delete on 3D view, but Open road Designer freezez and crashes.
