Selecting an individual interval and deleting it eliminates the entire parent element. This is a pretty big limitation that leads to a lot of rework. Has Bentley done anything to address this?

This is something I would look at trying. One quick comment, it may be easier to select and isolate by selecting the intervals out of the Explorer.

Have you tried to manually select/highlight the interval in graphics and delete it? I haven't tried it, but thought maybe you can isolate it and delete it. There wouldn't be a way to reverse the rule once it has been created and we are limited to removing all rules.

To create linework like EOP, I used the single offset entire element command then used the break by two points command at the intersection. Is there a way to reverse this? is there a better workflow?

I don't have intersecting street alignments at this point. But I could create scratch alignments for future work.

What happens when you delete the intersection or elements which are clipping the elements to create the intervals? The gaps should be reconnected and the interval should be removed.

When you try to 'Remove Intervals', it does want to remove all intervals on the element, so I think you just need to try deleting or editing the individual element which is creating the rule for the intersection.
