I am trying to import a LandXML file which was exported from AutoDesk Land Developement Desktop. I am able to get the points to import into a DTM but it is not recognizing any breaklines. Is this a setting on the Inroads side of things or an export setting from LDD?

I read that LDD does not export breaklines in LandXML. I have attached a pdf of an article I got somewhere talking about exporting from LDD to InRoads. Hope it helps. Otherwise I use the 3d Breaklines from the DWG and import surface from graphics. Many times people have told me they could send me the 3D faces but that makes for a large surface.

Most LDD projects, if created properly, contain the breaklines also. If so, follow the procedure to export the fault lines from LDD, then import the .flt file using the IR text import wizard. Then assign symbologies to the features as needed. This is the best option.
Neil is correct that you get the exact same triangulation using LandXML, however the dtm file size can be 10 times as big (and much slower to load) since you are triangulating triangles instead of triangulating breaklines; not to mention losing out on the power of a dtm using features and styles. I only do this as a last resort if no breaklines were provided. HTH.
