[ORD] What makes an End Condition Template an option for the End Condition Exception tool?

Hi all

So I'm a bit confused about why certain templates appear in the End Condition Exception Tool and others don't.

For example, I have two end condition templates that are quite similar. One is pickable when I used the ECE tool and the other isn't.

This one appears as an option:

While this one doesn't:
