In open road how we can change cardinal point (circle on tp point, shown in first picture ) to dimple type(second picture).

Amend the annotation group so that you place a cell ('Dumbell' in my case) at the points.

In Explorer, OpenRoads Standards category, open the annotation Groups node and right click on the group you are using and select 'Manage' - you will get the 'Manage Annotations' dialog. Amend the relevant category ('UK Cardinal Chainage Dumbells' in my case). You would edit this in the DGNLIB if you want this to be used all the time - the DGNLIB to edit depends on what WorkSpace you are using.

I am not able to find the Dumbells. the same location. do we need to create new cell, if need to make new cell where to make ( location ).
You may need to make a new cell, in any file pointed to by the configuration variable MS_CELLLIST (File > Settings > Configuration > Configuration Variables)
can you send me the Dumbells to me. I am not much familiar making cell in microstaion.
Making a cell is as easy as making a DGN model. All a cell library is, is a DGN file with a CEL extension where each model is a cell.
Create a new, empty DGN file and name it CardinalPoints.CEL. In the default design model, set your level and other attributes the way you want. Draw the things you want in your cell - lines, circles, etc. How big you draw them depends on how you intend to use your cell. For symbols like that, I tend to make them near the same size as an unscaled piece of text, but that's really up to you. Once you have drawn everything the way you want it, you need to select everything and move it all so that the point you want to use for the origin/insertion point is located at 0,0.
And that's it. Now you have a cell library which contains a cell that can be attached to any drawing you like, on every project you need.
