this is really odd - I am not having the same issue - could this be browser dependent? Please see below the same using Edge;

More importantly this is our old site, soon to be decommissioned and all our applications can be found at https://softwaredownloads.bentley.com/en/ you may want to filter by Brand - OpenRoads;

OpenRoads Designer page > clear default filters and Deliverable Type set to Data Set

I hope it's not the error/issue with the browser as I tried to get the download button from internet explorer and chrome as well. But no luck. 

By using a new link which you provided https://softwaredownloads.bentley.com/en/ am getting below error message. can you please guide on this?

In order to download from the Fulfillment Center you need the download role on your account. That role can be added by your site administrator. A description of the roles and how to add them can be found in the User Management wiki.
